Update Photoshop:

Launch Photoshop and open an image. Open Neural Filters:
Filter → Neural Filters. The Neural Filters workspace opens with two panels: Beta filters and Featured/All filters.
Download filter models:
In the Neural Filters panel, filters that aren't yet installed show a cloud/download icon. Click the icon to download the necessary model assets. Downloads may be local or cloud-hosted depending on the filter.
