Navigate to the folder you extracted, find the flashing tool, and run the UpgradeDownload.exe or ResearchDownload.exe file as an administrator (right-click > Run as administrator).
If your phone is just lagging or needs a simple wipe, you can try a factory reset before attempting a full flash.
